Provincial Industrial Consortium of Oristano (CIPOR)

A driving force for business and territorial development

CIPOR is a public entity established as a consortium among local authorities pursuant to Art. 31 of the Consolidated Law on Local Authorities (TUEL). Created to promote the economic and industrial development of the area, it supports the establishment and growth of businesses within the industrial agglomeration of Oristano.

The Consortium operates with the goal of attracting new production activities, supporting existing companies, and creating the ideal conditions for industrial expansion through modern infrastructure, targeted services, and comprehensive settlement solutions.

Structure and Governance

According to Regional Law 10/2008, CIPOR is jointly owned by the Province of Oristano and the Municipalities of Oristano and Santa Giusta, within which the industrial area is located.

A strategic area

The industrial agglomeration covers over 1,150 hectares south of Oristano, in a strategic position between the Gulf and State Road 131. It is a well-connected context, logistically advantageous and equipped with essential infrastructure.

Mission and Activities

CIPOR’s mission is to create value for the territory by offering:

  • Urbanized industrial areas (greenfield)
  • Customized projects for production facilities
  • “Turnkey” industrial buildings
  • Technical and localization support services
  • Management and maintenance of infrastructure

The Consortium directly designs, builds, and manages public works essential for industrial development: roadways, aqueducts, sewer systems, purification plants, lighting systems, and railway links. Activities are guided by the Consortium Territorial Master Plan (PRTC), developed in agreement with local municipalities and aligned with regional spatial planning.

Public Utility Services

In addition to industrial promotion, CIPOR manages key environmental infrastructures:

  • The main wastewater treatment plant in the province, serving numerous municipalities in the area
  • The municipal solid waste treatment plant in Arborea, operational since 2012 and serving as the disposal hub for the entire Province of Oristano

Additional Responsibilities

The Consortium can build industrial shell structures to sell or lease to businesses and is authorized to carry out expropriations for public utility for the construction of infrastructure or to facilitate business settlement.

A rooted history, a forward-looking vision

Active since the 1960s as the Consortium for the Industrialization Nucleus of Oristano, it became the current CIPOR in 2008 following Regional Law 10/2008. Today, the entity looks to the future with the aim of establishing itself as a technical reference point even beyond the industrial agglomeration, offering services in support of local communities.
